Barney is one of Debbie's goth friends at Pearl Bailey High School. In "Escape from Pearl Bailey", when the goths capture Steve and his friends for the $500 reward offered by Principal Lewis after Steve horribly pranks the popular girls for insulting Debbie, Steve refuses to leave his friends behind when he is rescued by Debbie. Debbie orders the goths to let the rest go but Barney objects, saying they wanted to use the money to buy a real cat skeleton. Debbie points out that he went to tennis camp the previous summer, calling his "dark side" into question.
He also appears at Steve and his friends' party for the unpopular kids in "The Unincludeds" and at the goth table in "The Witches of Langley".
Barney is voiced by Scott Lowell.
