Bill Elliott is a retired detective that Steve hires to he his 'Legman' when he and Roger get into an argument over who gets to play the character of 'Wheels' in "Haylias". When Steve wins out in becoming Wheels, he has Bill respond with a corny joke, but he draws the line and laughing and performing a 'freeze-frame' as if in a television show.
