William "Billy" Frederick Gibbons is an American musician, actor and hot rod and car customizer, best known as the lead guitarist of blues-rock band ZZ Top.

Billy is one of the star musicians of the 1980s that Francine slept with in an attempt to start her own business in "Finances With Wolves".
