The Langley 4th of July Festival is where Steve's band was supposed to play in "American Dream Factory". When Roger steals the band from Steve, Steve is about to give up playing at the festival when Stan tries to cover for illegal Mexican immigrants working for him that are about to be deported and helps Steve form a replacement band. To help Stan's illegals escape from the INS, Stan and Hayley throw Stan's 4th of July "Cele-Bear-tions" teddy bears into the crowd at the festival, blocking the INS agents from being able to move in to deport the family.
